I. WASTEWATER MONITORING
(Pursuant to Article 111 of the Law on Environmental Protection 2020 and Article 97 of Decree No. 08/2022 as amended by Decree No. 05/2025)
Entities subject to automatic and continuous wastewater monitoring include:
- Centralized production, business, and service zones and industrial clusters discharging wastewater of medium volume or higher into the environment;
- Projects with a risk of environmental pollution discharging wastewater of medium volume or higher into the environment;
- Projects without pollution risk discharging wastewater of large volume into the environment.
Entities subject to periodic wastewater monitoring include:
- Centralized production, business, and service zones and industrial clusters discharging wastewater into the environment;
- Projects discharging wastewater of large volume into the environment.
Wastewater discharge volume thresholds:
Calculated based on the total design capacity of all wastewater discharge facilities and equipment:
- For centralized zones, industrial clusters, and pollution-risk industries:
- Medium: from 200 m³/day (24 hours) to < 500 m³/day;
- Large: ≥ 500 m³/day.
- For projects without pollution risk:
- Large: from 500 m³/day to < 1,000 m³/day;
- Very large: ≥ 1,000 m³/day.

(Except for cases such as connection to centralized WWTPs, aquaculture facilities, separated cleaning wastewater systems, cooling water discharge without chlorine/biocide, mine drainage, stormwater runoff, and domestic wastewater from mineral extraction for common construction materials)
- Entities in Column 2 with discharge levels in Column 4: automatic, continuous AND periodic monitoring;
- Entities in Column 2 with discharge levels in Column 5: automatic, continuous OR periodic monitoring.
II. AIR EMISSIONS (DUST AND EXHAUST GAS) MONITORING
(Pursuant to Article 112 of the Law on Environmental Protection 2020 and Article 98 of Decree No. 08/2022 as amended by Decree No. 05/2025)
Entities subject to automatic and continuous air emission monitoring:
- Projects with a risk of air pollution discharging large volumes of dust and exhaust gases.
Entities subject to periodic monitoring:
- Projects discharging large volumes of emissions.
1. Emission thresholds:
Based on flow rate or design capacity of treatment systems specified in the Environmental Permit:
- Large emissions (pollution-risk industries): Appendix XXIX, Column 6 (Items 1–8);
- Very large emissions (pollution-risk industries): Appendix XXIX, Column 5 (Items 1–8);
- Large emissions (non-risk industries): Appendix XXIX, Column 6 (Item 9).

- Column 2 entities with emission sources in Column 3 and thresholds in Column 5: automatic, continuous AND periodic monitoring;
- Column 2 entities with emission sources in Column 3 and thresholds in Column 6: automatic, continuous OR periodic monitoring.
