    BIM Regulations in Vietnam by 2026

    1. Legal Framework

    • Decision No. 258/QĐ-TTg: Approval of BIM implementation roadmap
    • Decree No. 175/2024/NĐ-CP: Construction management regulations
    • Decision No. 2597/QĐ-TTg (2025): Promoting digital transformation in construction
    • Draft Decree guiding the Construction Law (expected effective from July 1, 2026)

    2. BIM Requirements by 2026

    (1) Mandatory Application

    By 2026, BIM will be mandatory for:

    • Construction works of Grade II or higher
    • Projects using public investment, state capital, or PPP

    (2) Expanded Scope

    • 2024: Applied to special-grade and Grade I projects
    • 2026: Expanded to Grade II projects

    (3) BIM Documentation Requirements

    BIM models must be included in:

    • Feasibility study reports
    • Construction design documents
    • Construction permit applications
    • Project acceptance/inspection

    (4) BIM Data Management (Draft 2026)
